India’s second nuclear power unit stopped operating on 19th October 2019. It is suspected that the Kudankulam Nuclear Power Plant was hit by a cyberattack and the authorities were already alerted of the threat months in advance.

While cybersecurity experts are investigating the breach, the Kudankulam Nuclear Power Plant in Tamil Nadu has denied being the victim of a cyber attack and denied any incident of a spy virus having infected the systems at the plant. The statement asserted that since “Kudankulam Nuclear Power Plant Project (KKNPP) and other Indian Power Plants Control Systems are stand alone and not connected to outside cyber network and Internet, any cyberattack on the Nuclear Power Plant Control Systems is not possible.”

NEW DELHI: After a day of denial, the Nuclear Power Corporation of India admitted on Wednesday that a malware attack had hit the NPCIL system at the Kudankulam Nuclear Power Plant in Tamil Nadu. It, however, said the damage was limited to a personal computer of a user at the facility and that the core systems of the nuclear plant was isolated from the internet, and thus not in harm's way.

The cyberattack was feared to have originated on foreign soil. Singh added a third-party discovered the incident; it "contacted me & I notified National Cyber Security Coordinator on Sep 4." He said cybersecurity firm Kaspersky later identified the malware as Dtrack, which was previously been linked to North Korea.
Then an about-turn: On Wednesday, NPCIL appellate authority AK Nema, in a statement released to the press, said: "Identification of malware in NPCIL system is correct. The matter was conveyed by Indian Computer Emergency Response Team (CERT-In) when it was noticed by them on September 4."
Keep in mind: Core systems of nuclear plants are rarely connected to the internet. Nevertheless, rogue nations such as North Korea could try to access and steal information by targeting admin and IT systems.

On Wednesday, the Indian government clarified that no attempt could breach the computer system of Russian-built Kudankulam Nuclear Power Plant, which is isolated from the “administrative network” of the plant.
India’s junior minister for Atomic Energy, Dr Jitendra, however, confirmed there had been attempts to hack the computer system of the “administrative network”.

“The affected system contains data related to administrative function. Plant control and instrumentation system is not connected to any external network such as Intranet, Internet, and administrative system,” Dr Jitendra Singh told parliamentarians in a written reply.

Quarterly safety audit on all nuclear plants after Kudankulam malware attack, says MoS Jithendra Singh

Union Minister of State Jitendra Singh informed the Rajya Sabha on Thursday that a malware infection was identified at the Kudankulam nuclear power plant in Tamil Nadu but was restricted to its administrative building.
He added that the “plant control and instrumentation system is not connected to any external network such as intranet, internet and administrative system and thus was not affected.”

Dr. Singh said following the incident it has been decided to conduct a quarterly cyber security audit of all the plants.

“[...] In respect of further strengthening of Information Security in administrative networks, various measures have been taken viz. hardening of internet and administrative intranet connectivity, restriction on removable media, blocking of websites & IPs which have been identified with malicious activity etc.,” he added.
The cyber attack was reported on October 29. The incident was initially denied by the KKNPP administration.
