how to recover a truecrypt encrypted USB, after a quick format?

    A fried of my has accidentally formatted his flash driver, he can still mount the drive, using the backup head, but after mount, the decrypt drive become unformatted.

    how to rescue his files?

    Try data-recovery software such as GetDataBack, PhotoRec, and many more. If no data at all can be recovered then there might be something wrong with the structure or the placement of the TrueCrypt volume itself, but more likely his volume's contents and file system have merely been partially overwritten by the accidental format, in which case some files should be recoverable.
