HIPS not turned on (6.0.306, Vista Business 32)

    Just discovered HIPS not to be turned on. However settings seem to be OK. Changes in settings don't have any effect.
    Any idea what is going on?

    Screenshots attached. .log-file actually is a .zip-Sysinspector file........



    Update: Feb15,2013: After deinstallation / reinstallation problem currently is not there. If went also away for a few hours/ restarts after trying to do a repair installation. ( Note: System had an in-pace upgrade XP->Vista )
