The Norwegian parliament has said it has now halted what had been a "significant cyber-attack" on it

Director Marianne Andreassen said the email accounts of several members and staff of Norway's main opposition Labour Party had been hacked.

"We take the matter very seriously," she said.
"And we have given full attention to analysing the situation to get an overall picture of the incident and the potential extent of the damage."

The Norwegian National Security Authority said it had been "assisting parliament with analysis and technical assistance" for several days.

Attackers have compromised a limited number of email accounts of Norwegian Parliament (Storting) representatives and employees according to Storting's managing director Marianne Andreassen.

The Parliament is closely working with relevant security authorities to investigate the attack and Andreassen said that the incident was reported by Storting's administration to the Norwegian Police Security Service (PST).

"PST is aware of the IT attack on the Storting," a tweet from PST's official Twitter account reads. "Once PST has received the report, we will assess whether there is a basis for starting an investigation."

Andreassen also said that the extent of the damage behind the attack is not currently known and no comment will be provided on the motive or cause of the attack until the ongoing investigation is completed as reported by the Norwegian public broadcasting company NRK.

The parliament is currently being assisted during the attack's investigation by the Norwegian National Security Authority (NSM), a government cybersecurity agency responsible for coordinating the country's national computer emergency response team (NorCERT).

NSM "has contributed with incident response, analysis, and other measures during the cyber incident against the Norwegian parliament,' said NSM spokesman Trond Øvstedal, as first reported by CyberScoop.
NSM will also provide the Norwegian Parliament with technical support during the investigation.

Norway is to implement a more robust plan to scale up its IT security infrastructure against the backdrop of increasingly malicious attacks from cyber space. This follows a high-profile cyber attack that targeted the email system at the Norwegian parliament (Storting) on 4 August.
The Norwegian government accused Russia of launching the attack, but Moscow has denied any involvement.

In the immediate aftermath of the attack, the Norwegian government called an emergency meeting with the heads of the country’s top security agencies.

“The digital domain makes it easier for foreign states to deploy non-military means in an entirely different manner than has been the case,” said Monica Mæland, Norway’s justice minister. “We need to know more about the exact purpose of the attack on the Storting and whether it was part of a specific or broader state-run espionage operation.”

A central feature of the new plan is closer cooperation between the Norwegian Intelligence Service¸ the Norwegian Armed Forces’ military intelligence wing and the National Cyber Security Centre to develop a broad range of defensive and offensive options.

Naming Russia as the aggressor in the August attack on the Storting, Søreide said the accusation was based on preliminary intelligence provided by Norway’s national security agencies and leading cyber defence experts.

“Based on the intelligence that is available to the government, it is our assessment that Russia was behind the attack on Norway’s most important democratic institution,” said Søreide.

Norway’s domestic security agency said Tuesday that Russian hackers linked to Russia’s military intelligence service GRU are “likely” behind a cyberbreach earlier this year of the Norwegian parliament's email system.

The intelligence agency said that “it is likely" that the operation was carried out by the hacker group known as APT28, or Fancy Bear. "This actor is linked to Russia’s military intelligence service GRU, more specifically their 85th Special Services Center (GTsSS),” it said in a statement.
The Russian Embassy in Norway said in a statement that the Norwegian probe produced no evidence of Russian involvement, and said the claim was “unacceptable.”
