An elaborate fraudster ring stole PII then used DoD and VA benefits portals to steal payments and funds from bank accounts

Operators of a widespread identity-theft and fraud scheme have bilked thousands of U.S. servicemembers and veterans out of millions of dollars in stolen funds and Veterans Affairs (VA) benefits payments.

Fredrick Brown pled guilty this week, revealing that in his role as a civilian medical records administrator for the U.S. Army at the 65th Medical Brigade, Yongsan Garrison, South Korea, he used his access to the Armed Forces Health Longitudinal Technology Application to steal the personal identifying information (PII) of thousands of military members.
The theft was carried out from July 2014 to September 2015 by taking screenshots of the servicemembers’ records.

Once through the portal, the defendants are alleged to have accessed detailed benefits records to steal millions of dollars from military members’ bank accounts and intercept veterans’ benefits payments, according to the U.S. Department of Justice.

Sentencing for Brown is scheduled for early February; he pled guilty to one count of conspiracy to commit wire fraud and one count of conspiracy to launder monetary instruments – and he faces up to 20 years in federal prison for each conspiracy charge.

Boling, Crawford, Kerr and Seok are charged with multiple counts of conspiracy, wire fraud and aggravated identity theft. Crawford remains in federal; and Boling, Kerr and Seok are in custody in the Philippines awaiting extradition.

The Justice Department has sentenced a former medical records technician for the US Army after he was caught accessing personal information from US veterans and using the data to steal millions from benefits sites.

Fredrick Brown, a 40-year-old from Las Vegas, was sentenced to more than 12 years in prison after pleading guilty to conspiracy to commit wire fraud and conspiracy to commit money laundering charges.
Brown's actions led to $1.5 million in losses after he targeted more than 3,300 members of the US military community through a multinational fraud ring.
In addition to his prison sentence, Brown was ordered to pay $2,331,639.85 in restitution. The Justice Department said 34-year-old Trorice Crawford had also been charged in 2020 in connection to the crime.

DoJ: Former Army Contractor Receives 151-Month Sentence for Fraud Scheme Targeting Thousands of U.S. Servicemembers and Veterans

Fredrick Brown, 40, of Las Vegas, was sentenced for one count of conspiracy to commit wire fraud and one count of conspiracy to commit money laundering following Brown’s guilty plea on Oct. 29, 2019. According to court documents, Brown conspired with four other individuals to steal money belonging to military members (as well as military dependents and civilians employed by the U.S. Department of Defense).

Brown also admitted to capturing the PII by taking digital photographs of his computer screen while he was logged into a military electronic health records database and, subsequently, providing the stolen data to Philippines-based co-defendant Robert Wayne Boling Jr. Boling and others, who used the information to access DOD and Veterans Affairs benefits sites and steal millions of dollars.
