Departments of Motor Vehicles in states around the country are taking drivers' personal information and selling it to thousands of businesses, including private investigators who spy on people for a profit, Motherboard has learned.
Motherboard has obtained hundreds of pages of documents from DMVs through public records requests that lay out the practice.

Many of the private investigators that DMVs have sold data to explicitly advertise that they will surveil spouses to see if they're cheating.
Multiple DMVs stressed to Motherboard that they do not sell the photographs from citizens' driver licenses or social security numbers.

“The selling of personally identifying information to third parties is broadly a privacy issue for all and specifically a safety issue for survivors of abuse, including domestic violence, sexual assault, stalking, and trafficking," Erica Olsen, director of Safety Net at the National Network to End Domestic Violence, told Motherboard in an email.

The California Department of Motor Vehicles is generating revenue of $50,000,000 a year through selling drivers’ personal information, according to a DMV document obtained by Motherboard.

In a public record acts request, Motherboard asked the California DMV for the total dollar amounts paid by commercial requesters of data for the past six years. The responsive document shows the total revenue in financial year 2013/14 as $41,562,735, before steadily climbing to $52,048,236 in the financial year 2017/18.
The document doesn't name the commercial requesters, but some specific companies appeared frequently in Motherboard's earlier investigation that looked at DMVs across the country.

In an email to Motherboard, the California DMV said that requesters may also include insurance companies, vehicle manufacturers, and prospective employers.

A group of nearly a dozen lawmakers led by member of Congress Anna Eshoo wrote to the California Department of Motor Vehicles (DMV) on Wednesday looking for answers on how and why the organization sells the personal data of residents. The letter comes after Motherboard revealed last year that the DMV was making $50 million annually from selling drivers' information.

The news highlights how selling personal data is not limited to private companies, but some government entities follow similar practices too.

"What information is being sold, to whom it is sold, and what guardrails are associated with the sale remain unclear," the letter, signed by congress members including Ted Lieu, Barbara Lee, and Mike Thompson, as well as California Assembly members Kevin Mullin and Mark Stone, reads.
Specifically, the letter asks what types of organizations has the DMV disclosed drivers' data to in the past three years.
