flaming, baiting, trolling online now illegal?

Interesting read.. i wonder what this will have any effect if at all..

It'd be nice ... but in all reality it'll amount to squat. The difficulty with using this against these sorts of people, is anonymity - with todays availability of anon proxies, onion routers etc. - Would it even be feasible/reasonable to track someone down. It's nothing more than hot air, and a complete waste of time. Besides the above, it would only cover those in the US - with absolutely no relevance else where. Considering that it would only account for a small percentage of those online globally, would it have any effect anyway even if it was practical.

With that said, I don't think the real target is "flaming, baiting, trolling" as we commonly know it.
