    In about:addons I click Tools >> Check for updates.
    It says "Updating add-ons"
    Then it says "No updates found" (even when my extensions are outdated).

    If I right-click an individual extension and click "Find updates", it briefly says "Checking for updates" then nothing happens.

    I'm using FF 16 but it has been like this for the past several versions. The only way I can update extensions is by individually googling each extension to see if there's a new version, and downloading it. Not that big a deal but I'm curious how to get the updater working. I like rigging my FF to perfection!

    DivByZero, perhaps a review of Extension issues might help narrow your add-ons problem.

    I tested making a new profile, installing an outdated version of an extension, and trying "Check for updates". It worked.

    So I'll just export my bookmarks, saved pw's, configs, userchrome, usercontent to a new profile.

    I'm sure there's some other way to fix it (I must have done something to mess it up which can be undone) but a new profile is easy enough.

    Oh, I think I found the problem in my prefs.js:

    user_pref("extensions.update.enabled", false);

    I sure didn't add that entry manually, I don't know how/when it got there. Arsenal, maybe that's the same thing blocking your updates?
