As a clear indication of how law enforcement views the commercial disclosure of stolen information, the FBI has seized the WeLeakInfo.com domain for selling subscriptions to data exposed in breaches.

In coordination with the UK NCA, the Netherlands National Police Corps, the German Bundeskriminalamt, and the Police Service of Northern Ireland. the FBI took ownership of the WeLeakInfo.com domain name and added a notice stating it was seized.
According to a U.S. Department of Justice announcement, the domain was seized for offering subscriptions that allowed subscribers to search for specific information exposed in data breaches.
The commercialization of stolen data
We Leak Info claimed to have compiled almost 12.5 billion records stolen from data breaches and allowed users to pay to access it.

In We Leak Info's case, threat actors commonly subscribed to search for exposed usernames and passwords and then used that info to perform credential stuffing attacks, phishing attacks, and potentially network breaches.

What is even more curious, is that We Leak Info themselves indicated that they had no idea what was going on and tweeted that they "are currently investigating this issue."

Two hackers have been arrested after trying to sell 12 billion usernames and passwords online, Deutsche Welle reported citing the Dutch police. The police said the arrest was made because investigators managed to track payments to an IP address used by one of the criminals.

One of the criminals was detained in the Dutch city of Arnhem after law enforcement received a tip from the country’s cybercrime unit, which worked closely with the FBI, Britain's NCA, and German police. Another hacker was arrested in Northern Ireland. Both men are aged 22. Police officers who raided the home of the Dutch suspect found professional equipment that allowed them to sell stolen data online.

The website, which has since been shut down, offered unlimited access to information for $2 a day or $25 a month.

21 arrests in nationwide cyber crackdown

21 people have been arrested across the UK as part of an operation targeting customers of an online criminal marketplace that advertised stolen personal credentials.

The operation, which ran over the past five weeks, was coordinated by the National Crime Agency and involved cybercrime teams from across the Team Cyber UK network.
Those targeted were customers of WeLeakInfo, a site that hosted 12 billion stolen credentials from over 10,000 data breaches before it was taken down in January 2020 following an NCA investigation.

Of those 21 arrested - all men aged between 18-38 - nine were detained on suspicion of Computer Misuse Act offences, nine for Fraud offences and three are under investigation for both.
NCA officers conducted 11 of the arrests and seized over £41,000 in bitcoin.

“We were also able to pin point those on the verge of breaking the law and warn them that should they continue, they could face a criminal conviction. Cyber skills are in huge demand and there are great prospects in the tech industry for those who choose to use their skills legally.
