Schools pause facial recognition lunch plans

However, North Ayrshire Council said it had "temporarily paused" the rollout.

Principal David Waugh said it was in response to recent comments made by the ICO on the potential intrusiveness of facial recognition in a school setting.
'Obviously intrusive'
Last week, the ICO responded to media reports about schools' plans to introduce facial recognition by saying that organisations should consider a "less intrusive" approach where possible.
Privacy campaigners had also criticised the schools' plans.

On Friday, North Ayrshire Council tweeted that it had decided to temporarily pause the facial recognition system in secondary schools, having received a number of inquiries about the technology.

"Whilst we are confident the new facial recognition system is operating as planned, we felt it prudent to revert to the previous Pin (personal identification number) system while we consider the inquiries received," the council added.

Fortunately, people around the world are fighting back. A growing number of communities have banned government use of face recognition. As to business use, many communities are looking to a watershed Illinois statute, which requires businesses to get opt-in consent before extracting a person’s faceprint. Meta, the company formerly known as Facebook, on Tuesday announced that it will be putting an end to its face recognition system.

The company said it will delete more than 1 billion people’s individual facial recognition templates as a result of this change.

The facial recognition system also got Facebook into some hot water. In fact, Facebook was sued by the state of Illinois for unauthorized collection and processing of biometric data and settled out of court for $550 million early last year. Now that Facebook is deleting this data, what does it mean for its users?

Since this Facebook data has already been used and shared across the world, deleting it after the fact does no good for its user base. Unfortunately, it's simply too late for that. It's not unlikely that this biometric data was used to power many technologies that are used for mass surveillance, which can easily be abused to violate someone’s privacy.

The Israeli military has deployed an extensive facial recognition program to track Palestinians in the Israeli-occupied West Bank, according to a new report by The Washington Post.

Former Israeli soldiers told the Post about a smartphone technology called “Blue Wolf,” which takes photos of Palestinians and stores them in a large-scale database. Once an image is captured, Blue Wolf matches that picture to a person in its database, and as the Post describes, soldiers’ phones will then flash a specific color that signifies if that individual should be arrested, detained, or left undisturbed.

The Israeli military has also set up cameras throughout the city of Hebron that scan Palestinians’ faces and identify them for soldiers at checkpoints. Meanwhile, a series of CCTV cameras, some of which point into people’s homes, provide live monitoring 24/7.

Either way, Israel’s system takes facial recognition to a dystopian extreme.

Researchers defeat facial recognition systems with universal face mask

Can attackers create a face mask that would defeat modern facial recognition (FR) systems? A group of researchers from from Ben-Gurion University of the Negev and Tel Aviv University have proven that it can be done.

“We validated our adversarial mask’s effectiveness in real-world experiments (CCTV use case) by printing the adversarial pattern on a fabric face mask. In these experiments, the FR system was only able to identify 3.34% of the participants wearing the mask (compared to a minimum of 83.34% with other evaluated masks),” they noted.

Their attempt was successful: they used a gradient-based optimization process to create a universal perturbation (and mask) that would falsely classify each wearer – no matter whether male or female – as an unknown identity, and would do so even when faced with different FR models.

This mask works as intended both when printed on paper and or fabric. But, even more importantly, the mask will not raise suspicion in our post-Covid world and can easily be removed when the adversary needs to blend in real-world scenarios.

Retailers in Australia are the latest companies to back away from facial recognition, albeit under pressure.

The Guardian reports Kmart and Bunnings have temporarily halted use of facial recognition in their local stores while the Office of the Australian Information Commissioner (OAIC) investigates the privacy implications of their systems. The two chains were trialing the technology to spot banned customers, prevent refund fraud and reduce theft.

The investigation started in mid-July, a month after the consumer advocacy group Choice learned that Kmart and Bunnings were testing facial recognition. Bunnings had already paused use as it migrated to a new system.

A Kmart spokesperson stressed that its facial recognition tech was used for "preventing criminal activity" and had strict privacy controls.
We've asked Kmart's US operations about any possible implementations in North American shops. Bunnings managing director Mike Schneider, meanwhile, claimed Choice was "mischaracterizing" face detection. The company's trial is only meant to catch banned customers and doesn't store images for regular shoppers, he said.

The NYPD previously rejected a Freedom of Information Law (FOIL) request by Amnesty International and the Surveillance Technology Oversight Project for records related to its use of facial recognition and surveillance tools on activists (as well as a subsequent appeal to that FOIL request), leading both groups to sue the law enforcement organization last year.

Migrants who have been convicted of a criminal offence will be required to scan their faces up to five times a day using smartwatches installed with facial recognition technology under plans from the Home Office and the Ministry of Justice.

In May, the government awarded a contract to the British technology company Buddi Limited to deliver “non-fitted devices” to monitor “specific cohorts” as part of the Home Office Satellite Tracking Service. The scheme is due to be introduced from the autumn across the UK, at an initial cost of £6m.

Those obliged to wear the devices will need to complete periodic monitoring checks throughout the day by taking a photograph of themselves on a smartwatch, with information including their names, date of birth, nationality and photographs stored for up to six years. Locations will be tracked “24/7, allowing trail monitoring data to be recorded”.

Photographs taken using the smartwatches will be cross-checked against biometric facial images on Home Office systems and if the image verification fails, a check must be performed manually.
The data will be shared with the Home Office, MoJ and the police, with Home Office officials adding: “The sharing of this data [to] police colleagues is not new.”

Mobile devices use facial recognition technology to help users quickly and securely unlock their phones, make a financial transaction or access medical records. But facial recognition technologies that employ a specific user-detection method are highly vulnerable to deepfake-based attacks that could lead to significant security concerns for users and applications, according to new research involving the Penn State College of Information Sciences and Technology.

The researchers found that most application programming interfaces that use facial liveness verification—a feature of facial recognition technology that uses computer vision to confirm the presence of a live user—don't always detect digitally altered photos or videos of individuals made to look like a live version of someone else, also known as deepfakes.

"Meanwhile, we have also seen substantial advances in deepfake technologies, making it fairly easy to synthesize live-looking facial images and video at little cost. We thus ask the interesting question: Is it possible for malicious attackers to misuse deepfakes to fool the facial verification systems?"

Another social media company is paying up due to Illinois’ Biometric Information Privacy Act. Snap Inc. (the parent company of Snapchat) has reached a $35 million settlement in an Illinois class action lawsuit over its use of facial recognition technology.

The lawsuit alleges that Snapchat violated the BIPA law by collecting and storing the biometric data of users who used its lenses and filters — without their consent. Illinois residents who resided in the state after November 17th, 2015 and used Snapchat’s popular AR features may be eligible for a cut of the settlement.

Snap Inc. is only the latest company to get penalized under BIPA — which requires companies to ask for consent before it can collect biometric data from users.
Earlier this year, Facebook reached a $650 settlement over its old photo-tagging system and Google agreed on a $100 million settlement over a feature that used facial recognition in Google Photos.

According to the Chicago Tribune, Illinois residents who qualify could be eligible for payouts between $58 and $117. The settlement is still awaiting approval from a district court, which will happen in November. Illinois residents have until November 5th of this year to file a claim.
