You'd have to tear it all down and rebuild it from the ground up, and then not care about billions of dollars of ad money and tracking money. They're not in the business of privacy, however basic. It's not that they "Don't know why it's important" they simply don't want to cater to it because it does them more harm than good. They'll make small compromises when there's too much public outcry or dicey news stories, but only doing just enough to appear like they're listening. The whole "We take your concerns very seriously" feelgood, public relations shtick.
