    That was also briefly true for the original Obamacare website. Because they contracted it, and the contractor included tracking. Maybe just out of habit. But still.

    So that's probably what this is about.

    And there's also the fact that many web developers have pretty much forgotten how to use server logs. So they just use third-party trackers.
