Private clouds exists and technically, you don't need to be connected to the Internet to access them, just be connected on the network. "Cloud computing" can be described in many ways, but our file servers at work aren't "cloud"-based. They are simple Windows Servers using SMB if I'm right. I can ask tomorrow to confirm.
