Anyone know how to download Linux packages to an android phone to install them later on an offline Ubuntu Linux desktop?

I want to try setting up vim for android developing.
The regular android ide and others are horribly slow and bloated. Android studio requires minimum 3GB RAM. Ludicrous.
Yet AIDE can run just fine on an android phone with just a few hundred MB of RAM which would be good except phone screens are too small and I hate doing anything on touch screens.
