I wouldn't be too surprised by that line of thinking.
When I first read the subject topic, I thought it was referring to something more personal. LOL
Proper security is the matter of risk, gain, cost, proper evaluation of likelihood to be involved, depending on needs, money, products etc ...
If they decided, that's one thing. If they measured and came up with this conclusion, that's another.
