The question seems a bit general. What are you wanting to do with cookies? In Internet Options on the Privacy tab under IE you can choose whether or not to accept cookies at all. You can also blacklist them per domain there. If you are looking for something to delete "Spyware" cookies you can use Norton Internet Security, SUPERAntiSpyware, or Spybot S&D (or probably many other programs). If none of this answers your question you will have to be more clear as to what you are wanting to know.
