When I run the ESET virus scan it starts and then jumps like almost instantly to roughly 22% done, then the it takes longer for the scan to complete from that point.

    is this normal?

It depends on the structure of your folders on the disk, on the number of files inside and the complexity of the code inside the files.

so the scan quickly going from 0% to 22% could be totally normal?

If you have a bunch of folders with files that are not scanned (e.g some data files that cannot be infected), the scan runs quicker through these folders and so does the progress bar.
