    Sounds to me we have found a "solution" to dealing with these guys. Multiple countries file extradition requests. Imprisonment country plays "I can't make up my mind what to do." Perpetrator rots in prison and hopefully "kicks the bucket." Extradition countries save money "big time" by avoiding trial and later imprisonment costs. Ah …….. those early days of the war in Iraq.
