    Will this DNS still resolve addresses flagged by SOPA or ProtectIP?

    If the block is at DNS level yes, if it's IP block I don't think so.

    A DNS server simply translates a domain name to an IP address. They can block the domain. But, if they don't allow to override, you can simply add the domain and the IP in your local hosts file. That will override the blocking.
