First suggestion is: Don't do this. You have installed a hard drive with all the wrong drivers for the hardware on PC B. There's no surprise that it doesn't boot.

If you have a reason not to simply do a clean install of Windows on the second computer, you may be able to make the system bootable by doing a repair installation of Windows. Basically, you need to reinstall Windows on the second computer into the same folder as the current non-booting version. This will identify and install the proper drivers for the hardware on PC B. You may also need to use the motherboard CD or others to supply some drivers.

If you do not have a normal Windows installation CD but only an OEM image of the computer as sold, may not be able to do the reinstallation.

It is also possible that the version of Windows on PC A is tied to the BIOS of that computer and will only run on a PC with the same BIOS. This is more likely if PC A is a brand name computer and not a generic clone system.
