In Chrome settings ...... Protect you and your device from dangerous sites .... I just turned this on for the first time in many years. It does not seem to slow things down at all. Is there a local db or does it go out to a server for every site i visit.

You'll find the local db in the "...\AppData\Local\Google\Chrome\User Data\"-directory.
Filenames: "Safe Browsing Bloom", "Safe Browsing Cookies", etc.

    1. Enter URL chrome://settings/content
    2. Scroll down to PDF Documents > Enable "Open PDF files in the default PDF viewer application"
    3. Finished to save changes

running opera 45 final last minutes it is reduced to "Flash" in the settings section, same for chromium.
the end of NPAPI plugins was announce long ago, sorted out for ever.

As workaround you can set option On startup open new tab page and change default search engine.
