In a report from cnTechPost, China's largest foundry, Semiconductor Manufacturer International Corporation (SMIC), is joining the likes of TSMC and other large foundries with the announcement of small-scale 7nm semiconductor manufacturer starting production in Q4 2020.
SMIC - Chinese 7nm to Begin Production in Q4 2020
SMIC's N+1 7nm node is set to bring a variety of improvements over its current 14nm production node such as a 20% increase in performance, an improvement in logic density of 63%, and a total die area reduction of 55% according to Dr. Liang Mengsong, co-CEO of SMIC.

SMIC's existing 14nm process brought in only 1% of its total revenue while meeting 95% of China's domestic demand.
SMIC has not identified any potential customers, though the announcement to begin small-scale production in Q4 2020 is earlier than expected. SMIC's expenses in preparation for 7nm production will reach $3.1 billion [...]

SMIC does not appear to be an imminent threat to either Samsung or TSMC, but it will be interesting to see how SMIC's 7nm process performs against its competitors.
TSMC has already started production of its 2nd Generation 7nm node with EUV technology in contrast with SMIC which has states both the N+1 and N+2 process will not employ EUV lithography, though, in the future, this will change.

China’s state-backed funds provided $2.25 billion into a Semiconductor Manufacturing International Corp. (SMIC) wafer plant to support advanced-chip making as the U.S. is tightening technology restrictions on the Asian country.
China hopes that local chipmakers can reduce the country’s reliance on U.S. technology.

SMIC plant’s registered capital jumps from $3.5 billion to $6.5 billion after the investment, the company announced in on Friday.

China’s Semiconductor Manufacturing International Corp (SMIC) said on Friday it would establish a joint venture company to develop wafer production units in Beijing to bump up its semiconductor output and reduce costs.

SMIC, China’s biggest chipmaker, in a stock exchange filing said it would partner with Beijing Economic-Technological Development Area Management Committee (BDAC) to develop facilities to produce 12-inch wafer, a slice of semiconductor used for the fabrication of integrated circuits.
The first phase of the project will have an estimated investment of $7.6 billion, with SMIC contributing about 51% of an initial registered capital of $5 billion.

The agreement comes as SMIC looks to build out foundries for the manufacture of computer chips that can compete with those operated by Taiwan Semiconductor Manufacturing Co Ltd, the industry’s market leader.

And 7nm-process silicon from China is a genuine shocker. However, whether it portends a seismic shift in the country's chip expertise that will upend world markets and Western assumptions is another matter.

Every detail in the report gives the real game away. The 7nm process is a copy of the N7 node TSMC put into mass production four years ago.
China has had access to any number of ex-TSMC engineers and is spending infinite money to play chip catch-up, so the existence of a cloned fab still two cycles behind earns a "well done, I guess" by itself. As soon as you dig in, though, the true value of even this achievement starts to tarnish.
