After years of high-profile cyber-attacks, Brazil has received a glowing report for its cyber security maturity.

The Organization of American States (OAS) and the University of Oxford's cyber security centre consulted with Brazilian government agencies and national Cybersecurity Incident Response Teams to evaluate the nation's preparedness.

And, they found, the country has made great strides in the past three years in terms of the creation of legal frameworks related to cybersecurity, awareness initiatives and standards, organizations and technologies.

“In particular, the country possesses remarkable strength in his handling of cyber incidents and in the existence of a cybersecurity awareness at various levels of government,” says the team.

Legislative progress
Earlier this year, Brazil published its first national cyber security strategy, aiming to bring together a number of separate initiatives and policies and to raise awareness of the issues. A Cybersecurity Bill is set to follow.
The OAS report suggests, though, that legislation has not been the problem: it's enforcement and responsiveness that need to improve.

Brazil creates cyberattack response network
Federal government bodies unite to share information and better respond to major incidents.

Brazil has created a cyberattack response network aimed at promoting faster response to cyber threats and vulnerabilities through the coordination between federal government bodies.

Created through a presidential decree signed on July 16, the Federal Cyber Incident Management Network will encompass the Institutional Security Office of the presidency as well as all bodies and entities under the federal government administration. Public companies, mixed capital companies and their subsidiaries may become members of the network on a voluntary basis.
The network will be coordinated by the Information Security Department of the Office of Institutional Security of the presidency, through the government's Center for Prevention, Treatment and Response to Cybersecurity Incidents.

Mentioning Brazil's improvement in the latest Global Cyber Security Index by the United Nations, where Brazil rose 53 positions in the ranking from the 70th place in 2018 to the 18th position in 2021 - the best result across all of Latin America - digital government and management secretary Caio Mario Paes de Andrade noted the creation of the network will help the Brazilian federal government to further strengthen its role in confronting cyber threats.

"The advancement of digital transformation must be accompanied by the protection of users and we have ensured this protection", the secretary noted. "The network's rational is to further foster the culture of coordinated confrontation within the government, so that we can continue advancing on the issue of cyber security."

Most Brazilian businesses set to boost cybersecurity spend in 2022

The vast majority of Brazilian companies plan to boost their cybersecurity budgets in 2022; a new study carried out by consulting firm PwC has found.

According to the Global Digital Trust Insights Survey 2022, the increase in cyberattacks in Brazil is among the key concerns of business decision-makers in Brazil, with each threat requiring a different response, new tools and training so teams can be prepared for future incidents.

This scenario has prompted 83% of Brazilian organizations to plan for an increase in spending on cybersecurity in the coming year, the research has found. This compares with the predicted rise in budgets cited by 69% of those polled.

"In Brazil, both CEOs and other top executives believe the cybersecurity mission is changing and playing an important role in building trust and expanding their businesses. They now see the importance of the data they have", said Eduardo Batista, a partner at PwC Brazil.
The study suggests that 45% of Brazilian companies estimate an increase of 10% or more in investments in data security, compared to 26% worldwide.

The findings of the PwC study suggest a potential shift in spending attitudes towards cybersecurity in Brazil. A separate study published in February 2021 has found that most Brazilian firms failed to increase security spending through COVID-19. According to the survey carried out by consulting firm Marsh on behalf of Microsoft, 84% of organizations failed to boost their security spend since March 2020, even though 30% of those polled saw an increase in malicious attacks.
