Do you not use WD? Not even as second-opinion?

Because I'm running Win7 64-bit, I use Microsoft Security Essentials, not WD, as my only AV.

Me too. 1803 came in today, says is ready to download and WD is in the list. And no way to select just one. They have to wait. I have to image first.

You can try "wushohide" to block 1803. Wushohide is a Microsoft diagnostic tool.

1803 won't correctly install on my PC and borks it so that it restarts to WIN 8 (OMG-- the install fails and Win Update then reverts to the prior version-- evidently, my Recovery Drive is stuck in time at WIN 8.)

Wushohide allows you to hide an update from the list to download or install.

You need to first set your Win Update to a metered connection -- this should prevent 1803 from downloading cuz of its size.

When you see 1803 on your list of updates to download, run wushohide -- after the diagnostic runs click on "Hide Updates." Then select 1803 from the list.

You may have to restart your PC 1 or 2 times before 1803 disappears from your Update List.

When/if you want to install 1803, run wushohide and "Unhide" 1803.

Hope this helps. While I have read that blocking 1803 with wushohide may not be "bullet-proof", so far it has worked for me.

You can get wushohide at Major Geeks and many other sources:

Can confirm that it works, I've been using this same method + metered connection for the past months. Just want to add, sometimes after installing new monthly updates from Microsoft, the 1803 update offer might return, so make sure to check again after installing any updates from Microsoft.

You can also download wushowhide directly from Microsoft here:

I have windows 10 pro. It allows to defer feature jobs until ready for organizations.
I wanted to do 1803, selected it and it was painful. 2.5 hours to download and install including 3 restarts. So I had to make sure not to miss the restarts since I have Grub where I need to select Windows 10.
After all this, Windows gave me my usual login screen. But NO MOUSE. And NO TOUCHPAD. Tempted to power off, but patience prevailed. About 10 minutes later both mouse and touchpad came alive. You'd think they'd tell me Please Wait, but no. Nothing.
    All is well since.

Thanks for the reminder. I had wushowhide in one of their previous versions and I have hunch I forgot to put it back after 1709.

Even though I did not have to buy a new Windows OS since upgrading to Win 10, the rhythm of updates and major upgrades is disruptive for most people. MS should let users decide whether to proceed with updates or not...

Surveys of customer dissatisfaction can't make a dent in this situation given that those customers are pretty much locked in to the vendor. What would be much more effective would be a serious study of the economic cost of Microsoft's bungling. And the target of this study should be the CEOs of the companies that are bearing this cost. A big contributing factor to poor software quality is that the provider is insulated from the costs of it, which multiply out to the customer base. I suspect this will not ever be rectified until C-level executives of major companies become aware of what this is costing them and take legal action against Microsoft. Bad software quality has an impact that hits the entire economy, but it goes largely unnoticed except by people at Susan Bradley's level as things now stand.

This is indeed an epic Microsoft bork. The survey results are interesting and the letter seems quite fair, but Microsoft's response is astounding. Will this be the end of it though?
