    IMO, easy to fix most PDF issues. Offer no link (URL) from a PDF doc to the web and related to the same thing, offer no scripting. Let them be the universal standard document only (as originally designed), nothing more and things would calm down. It's all the extra things Adobe bolted on after the fact that has opened PDFs to security issues...
