Well-funded mobility startup Lime has announced a new weekly subscription plan that gives users unlimited unlocks for electric scooters and bikes. LimePass, as the subscription is called, has been offered as part of a beta test in a handful of U.S. cities since March, but from today it’s rolling out across the U.S., Australia, and New Zealand, with more countries planned for early January.

Priced at $4.99 per week in most U.S. cities, LimePass will save users the typical $1 unlock fee, meaning the weekly subscription will pay for itself after five rides.
For now, LimePass doesn’t renew automatically, so users will have to manually pay through the app each week — and it’s worth noting that riders still have to pay the usage charge, which comes to around 15 cents per minute.

New York Governor Andrew Cuomo has vetoed a bill that would have made electric scooters and bikes legal in the state, citing the lack of a mandatory helmet requirement and other safety concerns. The veto means e-bikes and e-scooters will continue to remain technically illegal across the state, and will further delay any adoption of popular (if polarizing) shared mobility services like Lime or Bird.

Nily Rozic, a New York State Assemblywoman from Queens, and one of the bill’s co-sponsors, said in a statement that Cuomo’s veto represents a “missed opportunity” to “deliver economic justice for thousands of delivery workers across New York City, and bring safe, viable options to transit deserts across the state.”

“Governor Cuomo has been a strong advocate for innovative and sustainable mobility options, and in the upcoming session, he should make New York a national leader for alternative transportation,” Jones said.

Electric scooter-related injuries resulting in hospitalization quadrupled in the last four years nationwide, a new report by UCSF revealed.

“We know for sure that there has been an explosion of riders in the past couple years,” said senior study author Dr. Benjamin Breyer, an associate professor of urology and chief of urology at UCSF partner hospital Zuckerberg San Francisco General Hospital and Trauma Center. “We see that more in a big increase in the number of injuries.”
The results showed nearly 40,000 injuries in the past five years, increasing from 6 per 100,000 people in 2014 to 19 per 100,000 in 2018.

As time went on, “injuries are probably worse and (people) are riding at higher speeds,” Breyer said.
Nearly one in three were head injuries.

The scooters were expected to deploy much sooner, with Bird’s original announcement saying it would roll out the following week, but it’s better late than never, as some say. The study, from intergovernmental organization the International Transportation Forum (ITF), says fears over e-scooter safety “have been exaggerated.” What’s more, the ITF says that if alternative forms of transport like bikes and e-scooters get people out of cars it will make the roads safer further still.

He was acquitted of causing death by careless driving and driving without a licence at the Old Bailey.
Jurors took just over an hour to reach their verdicts in what is believed to be the first prosecution of its kind.

In law, e-bikes which are fitted with an electric motor can only be driven without a licence or insurance if their power is limited, and the motor automatically switches off at speeds above 15.5mph.
The court heard Mr Hanlon's bike was capable of going double that speed and as such should have been categorised as a motorbike.

You better think twice about tuning your electric bicycle for more speed or power, at least if you live in France. That offense is now punishable by law, and you won’t believe what the maximum sentence can be.

If you tinker with your e-bike to tune it for higher speed, you could be looking at a maximum fine of up to €30,000 (US$34,000).
And on top of all of that, you could have your driver license suspended for up to three years.

The legal limit for e-bike power in France is 25 km/h (15.5 mph) for standard electric bicycles. A special class of electric bicycles known as Speed Pedelecs are permitted to reach speeds of 45 km/h (28 mph).

France has been known to take other harsh measures when regulating personal electric vehicles. New speed limits were enacted last year against scooters in certain areas of Paris, limiting speeds to as little as 8 km/h (5 mph).

While I do think there should be regulation to protect the public (including both e-bike riders and the pedestrians that can often be injured by irresponsible riders), this law and its extreme punishments seems a bit draconian.
We don’t limit cars this way. [...] If you drive dangerously or break the speed limit, you’ll be punished. That’s how e-bikes should be regulated as well.

The consultation is an attempt by the government to work out the kinds of regulations that should be applied to electric scooters and their riders, which have caused injuries in places where they’re legal.
There are also questions about whether scooters should be allowed to be ridden in cycle lanes or on pavements.
However, despite their illegality, electric scooters have become an increasingly common site on British roads, and the first person died in an electric scooter crash last July, The Guardian reports.

Now, individuals and companies will be able to give their input on how they’d like to see scooters legalized.

The state’s tentative budget agreement for fiscal year 2020 includes language that authorizes pedal-assist bikes, throttle-powered bikes and electric scooters. This change has been years in the making, and proponents say it’s a win for delivery workers, who have been advocating for the use of e-bikes for nearly a decade.
The new provisions require helmets for 16- and 17-year-olds who ride e-scooters or e-bikes and for anyone who rides an e-bike that maxes out at 25 mph.

All classes, as well as e-scooters that max out at 15 miles per hour, are now legalized statewide. Though, municipalities can still apply additional regulations. For instance, scooter share programs are not permitted in Manhattan, so don’t expect to see Bird, Lime or Jump scooters there anytime soon.

It will partner with the cities to determine the best locations for the scooters. Lime says in the release the scooters are meant to be used for essential trips only, such as to the grocery store or doctor’s office, not for joy riding or other purposes.

The ongoing coronavirus pandemic has prompted governments around the world to reassess their ideas of “business as usual.” In the UK, for example, transport secretary Grant Shapps has recently unveiled a £2 billion package to support “active travel” as the country eventually emerges from the crisis.
Part of this deal will see e-scooters officially welcomed into the country, with trials originally planned for next year being fast-tracked to next month.

Thanks to draconian vehicle laws e-scooters had previously been banned in the UK, with the exception of extremely restricted trials by US startup Bird. Now, however, with coronavirus changing the way people get from A to B — and with the UK government cautiously eyeing more sustainable transport options in the long term anyway — four local authorities will start e-scooter trials next month.

This month, Tier plans to deploy 200 scooters equipped with helmets in Paris and Berlin. Over the summer, Tier will deploy an additional 5,000 helmet-equipped scooters.
Earlier this year, JAMA Surgery published a study showing electric scooter injuries have nearly tripled in the last four years. Of those who participated in the study, less than 5% of riders were wearing a helmet, which led to one-third of those surveyed suffering a head injury.

Additionally, given concerns about COVID-19, Tier is experimenting with an anti-bacterial, self-disinfecting handlebar technology from Protexus.

Bird is scrapping thousands of e-scooters in the Middle East and shutting down its operations in the majority of the region as a result of the coronavirus pandemic, according to five people familiar with the matter.

The e-scooters being scrapped belong to Circ, which was acquired by Bird for an undisclosed sum in January.
There are between 8,000 and 10,000 Circ scooters across cities in Qatar, Bahrain and United Arab Emirates, according to one former employee and one company source who asked to be kept anonymous as they’ve signed a confidentiality agreement.

“Following extreme wear and tear, the Circ vehicles no longer met our rigorous quality standards. Selling or re-use of these vehicles would potentially result in safety and reliability issues, which would not have been fair or ethical to the purchasers or potential riders. We look forward to resuming our service throughout more parts of the region later this year.”
