I tried contacting AVG through the website form but received no response to my question, so I'm posting it here since this appears to be the proper place for support. I did receive a response from ewido's support team about the command line scanner which I am currently evaluating (and works fantastic for how I would be using it, except a small problem I posted in the beta forum), but a full fledged licensed tool would be preferable. So here it is:

I am a System Support Specialist for my local regional government.

Currently we have an antivirus solution that will scan but does not remove spyware. The results of the scans are given to the Desktop Support team from which we can go to individual machines and clean any virus or spyware infections.

We do not at this time have a specific program for cleaning infections on individual pc's. I was wondering if we could purchase individual licenses for each of the Desktop Support team members for removal of spyware on the systems that we work on. The software would be installed on the machine for cleanup and then removed after the cleanup has occured so that the license will only be on a single machine at any given time. As required by the EULA we can move the workstations to "the Licensee's premises and in his immediate possession" while the cleanup occurs.

Is this arrangement allowed by your EULA or is there another alternative available from your company?

Please note that we are not at this time looking for an active scanning solution license for all of our workstations.
