The problem, as in the failed UK Identity Card debacle, was precisely as the link described: you cannot trust the identity providers or some 'orrible central database to keep your data; so the self-sovereign approaches are far better - not for the governments who want to pretend the problems (which will fall on the individual) are nothing to worry about - honest.
