Antivirus vendors and non-profits join to form 'Coalition Against Stalkerware'
New cross-industry initiative forms to bring an end to commodity stalkerware apps and victim abuse

Ten organizations today announced the creation of the Coalition Against Stalkerware, the first global initiative of its kind, with the sole purpose of fighting against stalkerware.
Also known as spouseware, stalkerware is a smaller category of the spyware class. Stalkerware refers to apps that abusive partners install on the devices of their loved ones without their knowledge or consent.

According to statistics gathered by antivirus vendor Kaspersky, the number of users who had stalkerware-like apps installed on their devices rose by 35%, from 27,798 in 2018 to 37,532 in 2019.
COALITION AGAINST STALKERWARE MAIN GOALS
This is where the new Coalition Against Stalkerware comes in. The goal of this new initiative is to build a wireframe for fighting abuse perpetrated with the aid of stalkerware. The coalition plans to operate on multiple fronts to achieve this.

There's a fine line that antivirus vendors need to walk with stalkerware that they don't have to deal with with any other type of malware. If they detect ransomware or banking trojans, they remove the malware right away. With stalkerware, there are multiple other things they need to consider.

In alphabetical order, founding members of the Coalition Against Ransomware include Avira, the Electronic Frontier Foundation, the European Network for the Work with Perpetrators of Domestic Violence (WWP), G DATA CyberDefense, Kaspersky, Malwarebytes, National Network to End Domestic Violence (NNEDV), NortonLifeLock (formerly Symantec), Operation Safe Escape, and the WEISSER RING.

In 2019, EFF was one of the ten organizations that founded the Coalition Against Stalkerware, [...] Among its early achievements are an effort to create an industry-wide definition of stalkerware, encouraging research into the proliferation of stalkerware, and convincing anti-virus companies to detect and report the presence of stalkerware as malicious or unwanted programs.

Less than a year after its founding, the coalition has more than doubled in size.
The coalition is especially excited about adding organizations in India and Uganda, because stalkerware is a global problem that requires global solutions beyond the countries and regions represented by the coalition’s founding organizations.

The Coalition has also produced an explanatory video, which describes common indicators to check for if a user thinks their device has been infected with stalkerware.
The Coalition’s website also contains resources detailing what stalkerware is, how it works, how to detect it, and how to protect your devices, as well as contact information for many local victims’ services organizations.

Coalition members have also released documentation and evidence collection apps (DocuSAFE and NO STALK), for use on trusted devices to collect, store, and share evidence of abuse with law enforcement and survivor support organizations.

In this guest post by the Coalition Against Stalkerware marking its second anniversary, the international alliance takes a look back on its achievements while seeing a lot of challenges ahead.
Two years ago, in November 2019, the Coalition Against Stalkerware was founded by 10 organizations. Today, there are more than 40 members with experts working in different relevant areas including victim support and perpetrator work, digital rights advocacy, IT security, academia, security research and law enforcement.

Stalkerware makes it possible to intrude into a person’s private life and is a tool for abuse in cases of domestic violence and stalking.

Fulfilling one of the founding missions, the Coalition’s partners in July launched a new technical training on stalkerware aimed at helping increase capacity-building among nonprofit organizations that work with survivors and victims, as well as law enforcement agencies and other relevant parties.
