I have mixed feelings about this. I have refurbished dozens of computers over the years (though mine are to donate to needy families with school-age kids). I would not want Dell, Acer, or HP to block me from doing so just because I have not paid them to become an authorized reseller. No doubt Apple is tired of consumers blaming them for so called refurbished systems that don't work correctly. I am sure that happens a lot so I don't blame them for that. But to me, consumers need to do their homework before buying too. "Caveat emptor" should apply ("Let the buyer beware"). I think Amazon should ban crooked refurbishers. And I think only "Factory Authorized" refurbishers should be able to claim such authorizations. And I think if factory authorized, their sites (and Amazon pages) should clearly display that authorization. And I think it okay for Amazon to ban those who claim to be authorized, but are not. But I don't think it right to automatically bad all sites (including honest ones) just because Amazon has an agreement with Apple. That's getting a little monopolistic to me.
