I suspect it was somehow related to ESET. And probably false. Check ProtectIt in the IFW manual.

Controlled Folder Access is off by default. Where did you find the default is on?

If you had used Controlled Folder Access in Windows Defender, it would not have protected your USB HD unless you had set it up to do so....

I save my images in TeraByte's protected folder. A root folder (any partition)... \TeraByte_TBI_Backups ProtectIt needs to be enabled....

USB HD should be ok. Restart the computer and try the backup again.
