I agree VLC v3 is great. One of its' many features is support for incrementally slowing down video playback, which is easily controlled from the keyboard. Regarding 4K video, I'm wonder if there's any point unless you also have a monitor with 4K resolution? I've played a few 4K videos on Youtube and I can't perceive the slightest difference compared with 1080p on my 27" 1920x1080 screen. I guess it might make a difference if you "cast" videos onto a large 4K TV.

Does anyone know if there is information available regarding these fixed security issues? Were those security issues in the 3rd party libraries? I guess so, based on the way that line is phrased. Or were the updated 3rd party libraries and the fixed security issues only mentioned in one line, but not related? That would be confusing. Were the security issues in VLC media player 3.0.x only, or in VLC media player 2.2.8 also? If the security issues were in VLC media player 2.2.8 also, VLC media player 3.0.3 is a security update to 2.2.8. With no further information available, I suppose VLC media player 3.0.3 should be considered as a security update to all previous versions.
VLC media player version 2.2.6 had vulnerabilities that were fixed in beta version 2.2.7 and release version 2.2.8. See the VideoLAN news archive for VLC media player 2.2.8, and the changelog. If you haven't updated VLC media player version 2.2.6, you may want to update now.

@mary7, Just for your information, last Wednesday, I uninstalled VLC media player 2.2.8 for Windows 32 bit, not deleting preferences (default), and next I installed VLC media player 3.0.3 for Windows 64 bit. All is well. I noticed no issues, so far. And preferences are as I set them in 2.x The only thing I had to adjust was the shortcut in Windows 7 Taskbar, that was still the old shortcut for the 32 bit version. But that was not the VLC media player installation to blame, as I created that shortcut myself. I had to change the Taskbar shortcut for a new shortcut for the 64 bit version. Also, the program didn't open maximized, as I like it. But as soon as I maximized the window, that setting was saved. So, all is well. If you'd like to update your old VLC media player version 2.2.6, I think there is no need to be hesitant.

Great. With any luck, most 3.x series bugs and issues are fixed, and 3.0.3 will give us no annoyances.

The changelog for 3.0.4 doesn't mention security fixes specifically, but the release notes in the built-in updater do:
Thanks very much, BoerenkoolMetWorst! As I had updated already, not using the updater, the built in "Check for Updates" doesn't show me that information. The "fixes security issues" part seems important information. However, it is odd, or even rather negligent, so it seems, that the changelog does not mention that information about security issues fixed in 3.0.4. And there is nothing in the news archive about 3.0.4, yet. Another possibility could be that the release notes that you got from the built-in updater are not correct, or that it is not specifically about changes between 3.0.3 and 3.0.4, as it is also mentioning comparison to 2.2.x. Version 3.0.3 fixed security issues, I can't rule out the possibility that the release notes info from the built-in updater is partly referring to the fixes in 3.0.3. I wonder if there will be anything about security fixes in 3.0.4 in the news archive, later.
