    I have to play Devil's advocate.

    Like the wars against other things such as drugs, does each success really make a difference? In spite of the propaganda of a successful operation by authorities, do the shadowy malware creators just move on to another target and start again?

    I'm cynical. We seem to be winning a battle but always losing the war.
