what's happened to Jotti's file scanner?

    The database that most people use for PeerGuardian and ProtoWall block a lot of IP's. Last I heard it blocked approximately 700 million IP's. You're bound to run into a lot of legitimate addresses that are blocked (websites, game servers, etc.) when running those programs.

    Not to go off subject, but if I were to run one of those IP blockers I'd probably only do it while a P2P program where actually running.
