Suspicious files %appdata% location

I think it started to happen since I first installed Windows but not sure. The files restores itself or new ones are created everytime I attempt to delete one. I've scanned a few times with antivirus and uploaded the files to VirusTotal but it seems to be safe but better to have a second opinion.
