Privilege elevation and interpreted programs

  1. Is it normally possible for a privilege elevation vulnerability on Windows to be invoked through a Java program, Python script, or other interpreted program? I would figure that, at least, kernel vulnerabilities would usually require system calls; but I'm not really sure. Does it depend on the language?

    (I would expect that Python CTypes could be used to exploit a kernel bug...)

    Anyway I'm kind of a programming newb, so thanks in advance.
