Network Discovery problems

    I'm running Norton's firewall with IS 2009 on Windows Vista Home Premium. My problem is I'm unable to shut down 2 parts of the Network Discovery. In the Network and Sharing Center there are the top 2 parts of it. Network Discovery and File Sharing. For the life of me I can't seem to shut those 2 down . I'm running a private network behind a router if that has anything to do with it. It has to be something to do with Norton's Firewall because if I shut down that firewall and enable the Windows Firewall I'm able to make the changes, but when I go back to the Norton Firewall, Network Discovery goes back to custom and file sharing turns itself back on. What do I do to turn off these unneeded and unwanted parts of the Network and Sharing Centero_O??:'(
