    This will always be a problem, and it depends on a lot of factors. Who the company is, what their main goal is, traffic amounts (popularity basically), are the people behind it lazy, so on and so forth. I'd actually disagree with their findings on government websites. In my experience those have been the most likely to contain serious flaws and not enough proper oversight to fix them.
