The U.S has been trying to implement it for several years now. It's only been held back due to complaints from religious, immigration and several other groups. It's a great tool to solve or at least put a dent in many problems, the problem is, like every other tool, it can and probably will be used for the wrong purpose.

If measures like SOPA pass, this won't be much further behind.

I've read news paper articles that said It will never happen due to all sorts of problems. Ranging from remote area medical logistic problems, citizens of other countrys, religious, or invasion of privacy issues.

Logistic problems can be overcome. The rest of your reasons are already being ignored in regards to other measures. Not much to stop this one.
