"Your current security levels do not allow you to send HTMl forms."

    What do I change?

    Unregd,

If you are using IE 6, it means you have a setting wrong in your internet options.

In IE, go to the Tools menu, Internet Options...
    Security Tab
    Click on the Internet Globe.
    Click Custom Level...
In the Security Settings window that pops up, scroll down until you find:
    Submit nonencrypted form data.
It is probably set to disabled, which is why forms won't work.
    Click Enabled
A warning window will appear asking if you want to change the security settings for the zone. Click Yes. Click OK.

This setting is for nonencrypted(non secure, no padlock) forms. So just make sure you don't put in your credit card number into a non secure page.

I don't have an answer, but just a possible direction.
First make sure you can visit webpages normally.
If you can, then you might try resetting your security settings to default.
There is a button that resets the security zone.
You could then see if it works.
I have had one setting prevent a site from working in the past.
You should then reset the important security settings for the internet zone.
Other than that, I don't know.
