Russian crims (at least the ones living there) are largely unconcerned about Russian law enforcement since they overwhelmingly target Western countries in their hacks.

Since they target overseas businesses / people, they need IP addresses matching said countries, which an air card won't give them (but a proxy/VPN/etc will).

Finally, air cards are perfectly legal to buy in a store without any ID (at least where I live), why in the world would anybody want to buy one from some shady fraudster on a hacking forum? Honeypots, scams, etc. are probably more likely than not.

Wrong. Russia is the most poluted marlware infested country in the world. It's a myth that Russian's won't commit fraud against fellow countrymen. They do!

About Russian law have you heard of Division K? I bet not! F.S.B? Surely you have heard of them! SORM? Russia's sureveillance tool attached to every ISP!

And yes they need western i.p's but they then use a 3G/4G sims to connect first to the network in a public place. Then they usa VPN's, TOR, SSH, RDP to hack.

People buy from shaddy people because they want anonymity. No camera's, no store person remembering their faces just mailed straight to your door.
