How do you view the date when a file was open?

Hello there,
How do veiw when the last time a cetain file was opened on my computer not accessed but opened or tried right click the file and properties but no help.

I think the right click on Properties for a program only shows the last time it was accessed (which means you pointed to this particular icon). I don't know of any program that shows the last time of execution. The add/remove icon for the control panel supposedly lists the last time a particular program was used, but it is obviously wrong. I have executed many of the programs on the list and it still shows a date from 2003!
