Occasionally, I encounter a Web site where a pop up tries to get me to download a file that is supposed to be do wonderful things for my computer. Unfortunately, the pop up will not take no for an answer and keeps reappearing over and over again. The only way to escape is to go to task manager and shut down Internet Explorer.

What are these things called and why does ESET smart security not deal with them?

Hi, well If I'm not mistaken those pop ups serve driveby downloads, and while Eset does not deal with pop ups, I'm sure that if they try to send you malicious software Eset will stop them.
My advise to you is NOT TO USE IE, or at least use IE7, but seriously, my recomendation is Opera, it is not as known as firefox but oposed to that, I does not use Activex, which is the major security problem for IE and Firefox, so it is much more secure; of course this is from a user´s view, since I am not an expert.
