Is there a page/site/download that explains what Global Hooks are and how I should go about deciding which of my processes should be allowed?

I am guessing that the programs that attempt on boot are safe since NOD32 and TDS-3 say they are clean and I am aware of the file/program and its use.

    From MSDN about SetWindowsHookEx:

A global hook is a piece of code (a DLL) loaded in every running processes to check for defined actions, and to react to it (drop them, modify them, log them).
Any legit program providing keyboard shortcuts can use global hook to know each key you will press wherever you are, in any applications.
Any trusted and known program you have can be allowed to (like Internet Explorer).

If you don't know the program, scan it with AV and AT before.

If i am not totally right, DCS will bring more details :)

Karma cookie for ya buddy :D Thanks alot. I didn't want to allow that unless it was ok.

I kinda got that idea from my intellitype software getting a global hook denial and my media buttons on my keyboard not working.

On a side note, I can't get enough of this protection on the drivers. I am just ROFL over here when I think of something trying to slap me with a new service and getting "Access Denied" :p
