    FYI. Firefox 46 Beta 1 released March 11, 2016. Available via Internal Updater.

    The Firefox Beta page's Free Download button still downloads Firefox Setup Stub 45.0b10.exe (236 KB) @ time of post.

    The Download Firefox Beta in your language page still downloads 45.0b10.exe's 32-bit & 64-bit versions @ time of post.

    There seems to be some issue at least as far as the Linux version goes. I'm still seeing https://download.mozilla.org/?product=firefox-45.0b10-SSL&os=linux64&lang=en-US on this page: https://www.mozilla.org/en-US/firefox/channel/

    All versions on this page: https://www.mozilla.org/en-US/firefox/beta/all/ are still at 45.0b10.

    There were 5 builds of 46.0b1 before being released to Internal Updater. Since then, 3 additional builds ( for a total of 8 ) of 46.0b1 have been built. Yes, there seems to be something wrong with this new Beta version, yet details are nowhere to be found.

    FYI. This could be the reason for the Firefox 46 Beta 1 delay:

    Bug 1255811 - Some (all) locales for Firefox 46.0b1 are busted due to l10n merge issues

    I haven't seen mention that unbranded builds, beta or otherwise, have started.

    BTW, got the .8 update on Linux as well. Looks like they've sorted out their release problems, whatever those were.
