Error initializing RA Server on port 2846

    I got this Message today i dont have any clue why.
    This happens on ERA 3.1.11/15 and 4beta.
    Last days was ok, no problem.
    The only issue between was a complete setup from scratch of win7.
    Any hints what is missing now?
    (reinstalling wont help)
    On WinXP era is working with no problem.
