Dummy data stream to counter traffic analysis attacks

    If I understand correctly, TOR adds random delays to make traffic analysis difficult. Which makes it very slow.

    What if instead of using TOR, you maintain a constant stream of dummy data to a free shell account playing the role of a VPN server for a VPN with other free VPNs nested inside, and you embed actual data inside the dummy stream?

    Then there's no need for random delay, it should be much, much faster than TOR, plus a global adversary would be unable to do traffic analysis to remove anonymity.

    Is there any software that already does this?
