Downloading zip files from the net

when clicking a zip file link the internet net downloder doesnt start, rather a new blank browser opens after very long timr(the actual time would take the zip file to download) then the content of the zip file apperar,
For example
I wanted to download
"Codec Pack All in 1 6.0.2.5"
from
http://www.betanews.com/
a new blank browser appears and after 5 min. the content of the zipped file "Codecs6025_allin1"appears in it
and in the address bar it read
C:\Documents and Settings\login name\Local Settings\Temporary Internet Files\Content.IE5\WR080BSU\Codecs6025_allin1[1].zip
and when I open the temporary internet files folder I can find the zip file there.
