AMON seems to be constantly scanning the "settings.ini", whichever that is, file even when no overt computer actions seem to be taking place (no windows open, no running programs connected to the internet, no mouse movement, etc.). Is this normal? I should add this is running on Vista Home Premium.

There can be many setting.ini files on your HD. To find out why amon is scanning constantly, try searching for any settings.ini file on your HD to find out the location. If there are multiple files on your HD, exclude them one by one true Amon exclusions tab to find out the correct file.
