XP Pro - Limited Account Won't Let Me Change Mouse Click

I can't seem to get XP Pro SP3 to allow me to use the single click and underline icons only when I point at them, it always makes them underlined for a LIMITED user account.

Is there some sort of bug in XP with Limited accounts that won't let you change the mouse click behavior, this seems odd?

I wonder how this got mucked up in the first place and why it has anything to do with Internet Explorer...

So this is what I did...

Internet Explorer/Tools/Internet Options/Advanced tab, scrolled down to the Underline links section and changed the default setting from Always to Hover.

Hmmm odd...
